Frank Field's 'Life Chances' Index

I notice that Frank Field has been welcomed into the bosom of the new coalition and is bringing some fresh thinking to the question of child poverty, arguing that we need to think of poverty beyond a narrow economic calculus. '...That means points for children whose parents talk to them as babies, read to them as toddlers and have them ready to hold a crayon and sit still by the time that they reach school.'

Frank Field will be chairing an independent review looking at poverty. Does this mean that the 'Social Mobility Commission' hinted at by the previous government will not be happening ?
